I didn't link to Kos, Kos didn't write the article I referenced and I'm not a contributer on Kos, so I'm confused as to why you're bringing them up and why anyone would expect them to go to Wasilla to harass rape victims.
Whether 1,000 rapes were reported in Wasilla each day or none in a thousand decades, the policy that existed, was written and enacted with NO fore knowledge of how many, if any rapes might occur whilst in place.
This policy was to bill the rape victim for collection and processing of evidence in rape investigations.
If they were naive enough to set policy based on a naive "it can't happen here" mentality, why waste time and resources drafting and enacting policies they believed unnecessary?
Only the mayor and city council can set or repeal such policy. The policy exists and was allowed to stand until Alaska state law made the policy illegal.
